We analyze the organizational experience of river irrigation in la Montaña de Guerrero and modernizing proposals from government submitted during the last decade in the area. It is argued that small irrigation potential has not been sufficiently evaluated in the field of agricultural policies, which are opposed to the traditional uncritically, disavowing and constraining the contribution of small-scale irrigation. Valuations are performed assuming only efficiency criteria, without taking into account that there are sustainability constructions based on history and tradition productive regions, as in the present case, in the mountains of Guerrero are productive people whose proposal is based on a delicate balance between environmental characteristics and traditional technical and organizational aspects, generating processes which enriches their culture and make their living spaces. The article calls to mind the need to design policies that favor the small irrigation especially those that incorporate alternatives to hydrometeorological risk scenarios so common and possible in the context of climate change increase.
