The Constitution of 1917 affected the Catholic Church in four important aspects: heritage and assets, legal, education and political rights. As a consequence, it provoked a response from the Catholic hierarchy that was located in exile for religious persecution submitted since 1915. The essay seeks to highlight the implications of the new legal framework and the reaction of the Catholic clergy at a complex situation in which Church was severely affected.
