In the second part of this essay we go back to Cuernavaca (the local aspects) in order to present briefly some important aspects of the ecological situation of the city and the progress made thanks to the implementation and publication of POET, concerning the prevention, regulation and administrative coordination. This will be done in point 4. Later, in point 5 we will present the legal, administrative and economic criticism that the governmental coalition used to vote in favor of the modification of POET and to cancel its regulatory effectiveness. In point 6, we also analyze this criticism based on the theoretical framework presented in the first part of this essay. Finally, we will conclude with a recapitulation and an epilogue.
