Abstract

The availability of water in Cuba depends on the behavior of the precipitations, given by the insular character of Island; the province of Camagüey is identified as one of the most affected historically, mainly by the severe deficits of rainfall reported in last decades, a phenomenon evidenced inside the impacts of climate change. In this sense, a hydric potential management strategy must generate specific actions; hence, the dynamics of decision suggests the use of computer science, in order to integrate data to provide adequate, consistent, immediate information. The goal of this paper is to development a system based on intelligent computer techniques that supports the executive in real time and in the prediction of the best intervention opportunity, based on historical behavior. As result, an information system is obtained, supported on the systemic conception that offer the administration by watersheds; in such a way that allows the decision makers to predict the trend of the elements that causally influence the problem, make consultations and from these consider strategies that favor the rational and efficient use of water and with this, reduce the risk of disaster in face of an intense drought.
