Abstract

The actions that were generated from the drought of the 2010-2012 period in Mexico, were the detonator for a paradigm shift in the way to address this phenomenon, from reaction to emergencies towards a preventive risk management-oriented. In this context a national public policy to address drought was made, where the national program against drought (Pronacose) was incorporated as the steering shaft. The foundations of this program - prevention and mitigation- forms the basis on which seeks to improve the management of drought and strengthen local capacities to cope with its impacts with appropriate strategies. This effort of the federal public administration is inserted and provides feedback to international efforts that the Meteorological Organization World, Convention on desertification United Nations Global Fund for food, Global Water Partnership and other worldwide agencies have undertaken to promote the generation and strengthening of national policies to address the drought. The lines of action undertaken with this public policy are shown as well as several elements that have not yet been implemented or its implementation is starting.
