This text aims at showing the consequences at, local level, of political changes occurred in the last fifteen years as a result of the political opening in Mexico. The political transition not only opens a democratizing way in the country, but also, it is accompanied by a decentralization process that transfer important budgets to municipalities, it, totally, changes the way of making policies in the most local level. The case of Cuquío, very well-known in the country, illustrates these changes.
