Abstract

This research considers the importance of HEIS in shaping National Innovation Systems in Ibero-America, to identify participating agents from a global approach, considering that HEIS and States interact in a globalized context, where universities and governments have undergone changes at the level worldwide, bringing new challenges to efficiently perform its function within society. Finding that the performance of Heis is a significant element to evaluate innovation and that Latin America still has a lot to do to position its HEIS in the Academic Ranking of the Universities of the World.
