This article, derived from doctoral research, analyzes how the discourses and practices of University Social Responsibility (USR) are permeated by a neoliberal political rationality, simultaneously manifesting in counter-conduct practices within Higher Education Institutions (HEI). The methodology was grounded in governmentality studies, examining the USR phenomenon through three elements: political rationality, its aims, and effects in relation to subjective production processes. The results demonstrate that USR aligns with advanced liberalism interests, instrumentalizing autonomy and responsibility from a dual perspective: an ethics of others as a formative component and an ethics of the self within the framework of subjectivation processes. Along these lines, it became evident that it is crucial to consider university responsibility from political, ethical, and prospective dimensions. The implementation of neo-pastoral technologies based on guilt was identified, directing institutional and individual responsibility towards the interests of advanced liberalism's governmental technologies. The study concludes that there is a need to transcend management approaches in university social relationships, broadening the development perspective and reaffirming the institutional mission as a social beacon from interacting perspectives.
