Constitutional justice in the new African political systems of century XXI has acquired a special importance, since it marks the progress of the new constitucionalism in Third World Countries that as the Republic of Djibouti has a regime of unique party. The Constitutional Council has excellent attributions in the matter of constitutional control of laws and international treaties as well as in the matter of consultation and of a constitutional control by way of exception. Nevertheless, not very often and it has been urged the Constitutional Council roll has been in electoral matter, which constitutes a limited reach to totally appreciate the roll of the Constitutional Council.
