Abstract

Given the difficulties to portrays a "population policy", the author propose as we shall understand this concept. In this way, she consider that Latin America, except Mexico, doesn't has population policies clear. Later, supporting with demographic transition theory, she analyze the main changes in different countries in region, from World Population Conference in 1974. She suggests that population policy not only have as purpose to change behaviour in demographic variables, but also to seek changes on qualitative population development. In particular, she thinks that Latin America lacks of integral approach to permit productive transformation with equity although advanced set up of CEPAL.
