Tecnologías PLC/BPL en México y sus retos para las regulaciones: ¿existen oportunidades de desarrollo?

Las telecomunicaciones se han abierto a la existencia de múltiples tecnologías. Unas son las comunicaciones por cable eléctrico, o PLC/BPL. Las comunicaciones por las redes eléctricas, con cobertura mayor que las de telecomunicaciones en zonas tradicionalmente no económicas, podrían reducir la brecha digital en países en desarrollo, pero presentan retos de regulación importantes para países con empresas paraestatales integradas verticalmente en la provisión de electricidad, sobre todo en los servicios adicionales a ésta, los derechos de acceso, los precios y tarifas, y las normas técnicas. Al mismo tiempo, el desarrollo de PLC/BPL también tiene implicaciones en las regulaciones de las telecomunicaciones, lo que obliga a la ampliación de sus funciones en verticales y horizontales. El presente estudio analiza con enfoque económico el estado de las regulaciones de la electricidad y las telecomunicaciones, su convergencia o divergencia en México, así como los retos regulatorios y de política de telecomunicaciones para hacer posible la convivencia de la tecnología PLC/BPL con otros desarrollos y con la estructura de competencia.

Telecommunications have opened to the existence of multiple technologies, such as electric wire communications or PLC (power line communications) or BPL (broadband power line communication). Electric networks communications, with a greater coverage than telecommunications in traditionally non-economic areas, could reduce the digital gap in developing countries, but they also pose important regulation challenges to countries with public firms vertically integrated in electricity provision, especially in value added services, access rights, prices and tariff, and technical norms. At the same time, pLC/BpL development also has implications in telecommunications regulation that must extend its functions vertically and horizontally. This study analyses the economic approach of the state of electricity and telecommunications regulation, its convergence or divergence in Mexico, as well as the regulatory challenges and the telecommunications policy challenges in order to make possible the coexistence of pLC/BpL technology with other developments and the com-petition structure.
