Privatización y comercialización de la educación superior en Chile: una visión crítica

Resumen

El presente trabajo discute y documenta los procesos de privatización y comercialización de la educación superior acaecidos en Chile con posterioridad a la reforma estructural de 1981, así como los actores que han estado jugando algún rol en dichos procesos incluyendo el Banco Mundial, el BID, el FMI (factor exógeno) y los Chicago Boys (factor endógeno), ya sea a través del diseño e implementación de políticas comerciales y educativas o de la negociación de créditos. Mientras la privatización del sistema terciario es analizada desde la perspectiva del crecimiento institucional y la expansión de la cobertura (matrícula), la comercialización es enfocada tanto desde la perspectiva doméstica como internacional.

Abstract

This paper talks about and documents privatization and commercialization processes on higher education in Chile after the structural reform which took place in 1981, as well as those playing a role on such processes, including the World Bank, the IDB, the IMF (exogenous factor) and the “Chicago Boys” (endogenous factor), either through the design or the implementation of commercial and educational policies or through credit negotiation. While the privatization of the tertiary system is analyzed from an institutional growth perspective and coverage expansion (enrollment), commercialization focuses both on the domestic and international perspective.
