Abstract

The critical situation regarding the forced internally displaced persons in Mexico, as a result of political conflicts and criminal violence, has worsened since 1994, but has still not received sufficient public attention, nor has it been adopted as part of the government’s agenda. This article explains the significance of this category of people, assesses its importance, analyzes its causes, dissects the effects of this silent exile on its victims, lists the rights afforded to the said victims according to international recommendations, and reviews the Mexican laws that seek to address them, whilst highlighting the absence of a specific Federal law, as well as suggesting specific public policy actions for the protection of these victims. However, it also emphasizes that the essential condition to resolving the underlying problem is the restoration of the rule of law, an end to corrupt authorities, and a resolution to the impunity overrunning the justice system.
