The importance of this work is to identify the formation and consolidation of the innovative capability of SMEs Innovatia cluster in specific territorial contexts, characterizing their level of development. The purpose of the study is to show evidence of the formation of the conglomerate by way businesses operate, link and build their innovative capability around innovation processes. The study is characterized as transversal, and correlational descriptive diagnosis conducted using a structured questionnaire Likert scale. For information gathering technique survey, which was designed and applied a questionnaire to the business sector was used. Correlation tests carried out only show the trend data on how how innovative capability is built; to determine the validity of the variables in the model we proceeded to a factor analysis. The results show trouble generating virtuous local development processes, based on profiles of productive specialization focused on the demands of global markets and boost innovations. The articulation of a comprehensive range of services and incentives to support innovation, consider strategies for each business sector is recommended.
