The integration of community and social participation (CSP) in the implementation of Mexican social policy is based on inclusion principles and good governance practices, to improve the operation and appropriation of the social base on public policies. With this, a theoretical-methodological opportunity framework is opened to characterize and value said social action. This contribution shows a method to analyze the CSP that was established in the most important inclusive programs of the National Crusade against Hunger (NCaH), a strategy with which the mexican federal administration (2012-2018) sought to reduce multidimensional poverty in the most vulnerable population. Using qualitative information collected through sociological research tools devoted to the study of institutions, references were obtained that allowed assessing the CSP and areas of opportunity were identified for the evaluation of social programs implemented in localities highly susceptible to food deprivation and with marked indices of marginalization and poverty.
