The purpose of this text is to reflect, and propose to discussion the validity, currency, and pertinence that the idea-concept of citizenship holds in the 21st century, in the light of a set of political-social processes and phenomena which have questioned some of its referents, and most classical normative traits: the State-nation, the democratic institutionalism, the universality, the legality, and validity of the rights. It is relevant to highlight these changes in view of the growing urbanization experienced in all continents within the globalization frame, the escalation of the intra and international migrations around the world, the accreditation of cultural and social diversity, and of the unprecedented expansion of informal population, being the latter the core of this work’s reflection.
