Abstract

MAYA RODRIGUEZ, Jesús Miguel  and  PINEDA PABLOS, Nicolás. Moves forward, constrains, and stalemate of sanitation policy in México 1998-2014. Entreciencias: diálogos soc. conoc. [online]. 2018, vol.6, n.17, pp.35-50.  Epub Aug 04, 2020. ISSN 2007-8064.  https://doi.org/10.22201/enesl.20078064e.2018.17.63059.

The article reviews the laws, norms, plans and programs for sanitation in Mexico in order to contrast them with the results obtained up to 2014. It is observed that, despite that the proposed goals of full coverage in the past and that important advances have been made, the goal is far from being attained. It is pointed out that there has been advances in the construction of wastewater treatment plants, however approximately a fifth of the built plants are not in operation; this might be read as an existing problem of financing the operation. It is proposed that sanitation should be tied with the integrated water resources management and be oriented towards the construction of sustainable cities with the joint responsibility of the three spheres of government.

Keywords : Sanitation; wastewater treatment plants; public policy; Mexico.
