COVID-19 has created an unprecedented situation. Confronting the onslaught of this crisis requires leadership, vision and collaboration from the central government and the GADs to combat the spread of the disease in the cantons. COVID-19 has been classified by the World Health Organization as a Public Health Emergency of International Importance (ESPII); Therefore, in the city of Babahoyo, the Municipal Government needs to guarantee citizen security to the Babahoyense population through the institutions of the National Decentralized Risk Management System (SNDGR) so that they apply contingency plans and precautionary measures against the declaration of health emergency.
