Introduction: The training of human resources in health services, particularly physicians is a primary element of Health Planning. New physicians are trained in medical schools each year, and in Mexico, there are new medical schools every year. The opening of new medical schools partly determines the quantity and quality of new physicians. Objective: We want to know if the process of opening new medical schools in Mexico is determined by Health Planning. Method: We reviewed the actual regulation for the opening of a new medical school in Mexico, including the National Constitution and the regulations of the Ministry of Education, the Ministry of Health and non-government organizations, involved in the process looking for the elements that relate them to National Health Planning. Result and conclusion: It was found that is necessary to reinforce the relationship between the regulations in the opening of new medical schools and Health Planning in Mexico.
