Despite Digital Technologies (TD), Artificial Intelligence, the management of Big Data and a significant number of specific software to increase citizen participation, there are difficulties regarding the effective scope of the digital transformation of democracy. Technology can solve the obstacles of sophisticated public policy information and the complexity of the enormous number of citizen participations, but there are arguments to consider the incursion of technological resources will not democratize politics. Other reasoning aims in the opposite direction. Given this debate, the objective of this text is to demonstrate that the challenges of the digital transformation of democracy are ethical and political, despite all the contributions of a technological nature.
