Abstract

This paper set out to characterize trends in tourism development in the state of Hidalgo, Mexico, based on the policies, programs and actions that have guided this activity during two recent state administrations (2011-2016, 2016-2021). The study is based on a systematic review of government reports, summaries of results, and informative documents, among other sources. The information collected was analyzed according to governmental actions related to tourist activity, economic or social visions, the users for which they were designed, and results. Three dominant tendencies that have guided tourism development in the state were identified. The first is oriented by macroeconomic criteria focused on generating conditions that encourage private investment. The second is supported by social development policies that seek to raise the standard of living in host communities by promoting cultural tourism. The third, finally, refers to tourism initiatives developed by rural communities that seek links to those social policies in order to gain strength.
