Abstract

The objective of this paper is to analyze -from the perspective of the concepts of government innovation, transparency, institutional isomorphism, impartiality and legitimacy- the Government Innovation Award for Transparency that has been presented in Mexico since 2011, and its lack of impact on advances achieved regarding transparency in the state of Sonora. To this end we study, from a comparative perspective, various Innovation Awards handed out in the region, which enjoy prestige and permanence. The essay analyzes the elements that have allowed the replicability of winning experiences in Sonora, concluding that the factors responsible for this award’s lack of impact in matters of transparency in public management there are specific failures that plague the procedures involved in such contests; namely, the lack of monetary incentives for project development, institutional isomorphism, limited convocations that exclude some institutions and social actors, the lack of widespread promotion, and the absence of recognition for the actors and managers involved in projects.
