Abstract

The objective of this article is to analyze the Unemployment Insurance program implemented in Mexico City. A qualitative methodology was adopted based on in-depth interviews with bureaucrats who administer the program, applying a questionnaire to beneficiaries, and documentary research on specialized sources dealing with this topic. Also, we analyzed an adaptation of a guide elaborated by Mexico’s CONEVAL (Consejo Nacional de Evaluación de la Política de Desarrollo Social) to evaluate the design of social policies. Results indicate that the program does make efforts to fulfill the objectives of providing financial assistance and training to the unemployed population and opening links to labor markets. Nevertheless, ample areas of opportunity exist, such as eliminating restrictions on access to training workshops, broadening the scope of the workshops currently offered, increasing the number of qualified personnel, augmenting the use of digital social networks to promote the program, implementing a system that verifies participants’ -supposedly obligatory attendance- at jobs interviews, and reducing the concentration of financial support in only a few municipal offices.
