Abstract

Governance literatures have generated conceptual categories that are helpful to understand governance patterns, including those of urban governance. However, the term’s meanings are so numerous, and its usage so inconsistent, that its contributions are difficult to identify and to consolidate into coherent theories and good practices. In order to evaluate them adequately, it is necessary to consider the fundamental problems shared by those literatures. This article argues that cooperation, self-organisation, accountability, effective governmental steering, and interdisciplinarity are at the centre of governance, and at the origin of many urban problems.
