In Mexico, the growth retardation (RC) affects more than 15% of children under five years due to malnutrition in children, expectant and nursing mothers. Maize is one of the most important cereals worldwide, in Mexico, is the staple food and principal source of energy and protein for the population. Unfortunately, its protein is deficient in essential amino acids directly related to physical development. Maize with high quality protein (QPM, for short) is an alternative to reduce the rates of RC since it contains up to 90% more essential amino acids. This research seeks to demonstrate the feasibility of forming a network of specific value for QPM in the town of Puebla for 2012, with the objective potential market primary offering primary demand and derived demand for the town of Puebla were projected in 2012, a traditional financial evaluation was conducted to determine economic viability. The main conclusions were: it is possible to formulate a value network based on maize marketing circuit issued by the SIAP. There are demographic, physical and economic conditions to launch supplies tortillas made with maize type QPM; supply can meet the demand. In evaluating each of the agents positive financial indicators were obtained for all of them, so it is viable network integration.
