Abstract

The objective of this article is to analyze the processes of territorial governance in the community of San Baltazar Tetela, in the municipality of Puebla, through what the authorities establish as their main source of income: the Monica II panga. In this context, it is important to emphasize that the theoretical basis that underpins the work is local development, understood as a sociopolitical process where the articulation of actors has a central role for local management and territorial governance, which establishes the inclusion of community actors who, through their identity with the territory, make decision making present a higher standard of legitimacy and acceptance. For this, a documentary review is made regarding the auxiliary council board, as well as in-depth interviews with the main actors involved in the panga, where it is emphasized that the absence of a leadership leads to a lack of consensus about the future of the local tourism project as a source of income and jobs to benefit the community citizens.
