Guaranteeing access to housing has become one of the greatest challenges for the Mexican State. The protection and encouragement of real estate hoarding has caused peripheric development, generating and increasing low-quality infrastructure and high expenses both governments and citizens, precariousness of housing, and, at the same time, a growth in the budget deficit derived from low-cost cadastral numbers.
