From the liberal and socialist currents in a first part, this article analyzes the aspects of universality, onerous, justiciability and enforcement that have served as pillars to support the dichotomy between individual and social rights as well as the weak superiority the former over the latter. In the second part analyzes the problems posed by economic, social and cultural rights in Mexico.
