Abstract
MORALES VEGA, Luisa Gabriela and SANROMAN ARANDA, Roberto. Human Rights and Homeland Security in México. "Programa Frontera Sur" After Four Years of Immigration Act. Anu. Mex. Der. Inter [online]. 2016, vol.16, pp.345-372. ISSN 1870-4654.

Internationally, the current discourse identifies migration as an unstoppable and irreversible phenomenon, which also is closely related to the development and tries to fight the idea of being a threat, a disaster or an emergency.
