Difficulties to approve a Treaty for the Reform of the EU have coincided in time with a great World Wide economic crisis. EU has passed a Plan for the recovery, its foundations are to strengthen the 4 basic EU economic freedoms and the Internal Market; to introduce flexibility into competition policies without suspending its application; and to reinforce territorial cohesion, energy policy and r+d investments.
