Abstract

The current works deals with the sovereignty relativization phenomenon when it comes to fundamental rights preservation. Though it out, globalization role in human rights diffusion during XX century was incipiently approached, through international and regional human rights protection, as well as the constitucionalization of these rights were gradually taking place in States legal system. Humanitarian interventions of United Nations Security Council in 90's as well as United Nations Emergency Force of General Assembly interventions were also accomplished.
