The institutional capacity approach is used to analyze the political factors affecting the allocation of resources (legal, organizational and human) for two water utilities in the north of Mexico (Comisión Estatal de Servicios Públicos de Mexicali and Agua de Hermosillo). The influence of these political external factors on the output performance of these utilities is examined. Both utilities have low ic levels in human resource management; however, CESPM has higher institutional capacity in all other aspects, which leads to better planning and therefore to better performance indicators.
