Abstract

The case of water management in Aguascalientes has been studied from a supply perspective, but wastewater governance has not been examined. In this article, the case of effluent management in the municipality of Aguascalientes is examined using historical neoinstitutionalism, governance theory and regulatory capture theory. This analysis explains factors influencing recent wastewater and reuse operational strategies (2010-2013), based on contemporary debates on water resources' privatization. The specific timeline focus of this article is the administrative period of Mayor Lorena Martínez, as well as her trademarked Green Line and Purple Line projects.
