Abstract

The way in which different forms of collaboration and cooperation have been territorially established in binational regions denotes a complex process of interaction between institutional actors. The differences and asymmetries that usually prevail between countries with different levels of development make it extremely difficult to create a common agenda. This situation prevails in the Tijuana-San Diego region, where there appear to be opportunities for the implementation of joint activities aimed at technological innovation, corresponding to a unique model of collaboration. This article aims to answer the following questions: what is the public action framework that promotes transborder cooperation for economic development in the Tijuana-San Diego region? Under what conditions did the territorial capabilities that currently support the productive sector in Tijuana and San Diego develop? What are the features of the institutional framework that supports the Tijuana-San Diego region? What forms of cooperation or collaboration exist in the Tijuana-San Diego region to promote the transfer of local technological knowledge and innovation?
