Abstract

This study examines the effects statewide of the Social Infrastructure Contribution Fund (FAIS) on poverty and underdevelopment in Mexico for the period between 2000 and 2010. Using ordinary least squares and two stage least squares methods, with instrumental variables to correct for endogeneity, we found a very weak or no relationship between the sum allocated for the FAIS and different poverty measures. These results suggest the possible existence of perverse incentives. However, the fact that there is no relationship could also be due to a lack of government capacity to manage the fund, or the lack of resources to reduce extreme poverty in Mexico.
