Abstract

In recent years, official agricultural policy has directed its efforts toward building a rural financial system supported by a new institutional arrangement. Consequently, Mexico promoted the creation of Financiera Rural as a development bank which would provide agricultural credit as a basic service. Moreover, in order to facilitate its transition into second tier bank, the government established a support program for rural financial intermediaries in order to improve agricultural credit services for farmers. In this context, this article analyzes Financiera Rural and the challenges of financial intermediation, based on a case study in the Yaqui Valley of Sonora, where farmers face significant restrictions to obtaining financial services and incorporating them into their development strategies.
