The goal of the present study is to learn what teachers of second, third, and fourth grade in the state of Sonora, Mexico, think about the strengths, weaknesses, and proposals of the training strategies. A survey was used to analyze the expectations of teachers with respect to the objectives, goals and strategies of the current federal and state programs for improving educational quality. Results indicate that teaching practices improved minimally by attending these courses, and the main obstacle was the difficulty in completing them. For this and other reasons, the goals of the Educar con Calidad Sonora [Sonora Quality Education] program will be difficult to achieve if training conditions for teachers are not improved, at least regarding this activity.
