The article analyzes the role of major environmental non-governmental organizations (NGOS), regarding air pollution along the border between Mexicali, Baja California, Mexico, and Imperial Valley, California, in the United States (USA).The main subjects discussed are the background on air pollution in the region; the role of the environmental NGOS, the associated procedures and the institutional and legal framework for citizen participation; and the role of the regional NGOS in the promotion of an environmentally sustainable energy approach along the Mexico-United States border.
