Baja California could become the favorite site for increased investment in the area of power generation. greater laxity of environmental normativity and procedures in México in comparison with those of the usa, would encourage this scenario. Non-fulfillment of the air quality regulations proposed by both federal administrations has been detected in Tijuana-San Diego and Mexicali-Imperial. We suggest the creation of a binational management mechanism for the shared atmospheric basins, which would establish a procedure for strategic and transborder environmental assessment, allowing the introduction of new industries without an increase in emissions volume or greater air quality degradation.
