The food safety initiative of the United States government emerges as a response to a public health problem. The search for a solution has given place to a series of rules that may ultimately become a technical barrier to trade, especially for fresh vegetable exports of countries like Mexico, which does not have the necessary technology and resources to meet the new requirements. it is assumed that the initiative will have a negative impact in Mexico for two reasons: the concentration of Mexican vegetable exports to the United States, and the high cost of the necessary investments to produce in innocuous conditions. As a matter of conclusion, the implementation of the above mentioned initiative acts as a technical barrier to fresh vegetable exports from Mexico, and reinforces the loss of competitiveness of this sector, a traditional generator of capital and employment.
