Abstract

Work will aim to answer the question about what are the consequences for the Congress to take an active and independent role against the Executive branch in relation to the formulation of Government policy? It is part of the idea that a Congress strong, in terms of legislative capacities, expertise and control, favors the leggislature in the design of public policies. This assertion will be observed in three areas: 1) on the autonomy of power purchased by political competition; (2) on the legal framework as a set of incentives and sanctions that the actors; and 3) the effectiveness of the legislative work as an opportunity to activate proactively to Congress against the Executive.
