Abstract

Water governance is organizations' directive capability to interpret the priorities in public policy, while water management is finding the best way of implementing those priorities. The aim here is to explain what enables and what blocks trust between binational actors participating in the cross-border water governance between Tijuana, Mexico, and San Diego, United States. The methodological strategy is based on a review of bi-national actions and semi-structured interviews with thirty-one actors on both sides of the border. The study's main finding is that trust develops based on shared ethics, demonstrated by the cooperation between equals, while it is restricted by the actors' different styles of socialization. The author recommends fostering trust through professionalization of water authorities dealing with binational issues to avoid a high turn-over of personal and the loss of lessons learned.
