Abstract

LUCATELLO, Simone. Los mercados voluntarios de carbono en Norteamérica y su gobernanza: ¿qué reglas aplican para el comercio internacional de emisiones en la región?. Norteamérica [online]. 2012, vol.7, n.spe, pp.107-128. ISSN 2448-7228.

The article analyzes the trends in the voluntary carbon markets in the United States, Canada, and Mexico, arguing that the situation in the region is dynamic, with a shifting legislative panorama, even though it is still unclear how these new markets' regulatory and institutional frameworks will operate. Given that the international markets themselves have regulatory deficiencies, what will the governance options for these mechanisms be in the North American region and what institutions could ensure their efficacy? How could today's North American, currently very fragmented, markets be integrated? What role will they play in the broader context of international emissions trade in the post-Kyoto regime?

Keywords : carbon market; clean development mechanisms; greenhouse gases; voluntary markets; environmental governance.
