The state enterprise Tabamex manifested serious problems to promote adequate levels of efficiency, productivity and quality of production. Its principal dilemma consisted in operating according to profitability criteria and at the same time to perform a social function in benefit of small scale tobacco growers and the communities related to this productive activity.
