Abstract

During november 1972 the mexican state nationalized the agroindustry specialized in the production of blonde tobacco for cigarettes, with the objectives of promoting social justice, increasing production and to rescue some regions that had fallen in crisis. The state enterprise Tabamex manifested serious problems to promote adequate levels of efficiency, productivity and quality of production. Its principal dilemma consisted in operating according to profitability criteria and at the same time to perform a social function in benefit of small scale tobacco growers and the communities related to this productive activity.
