Abstract

With the empirical referent of Georgia’s anti-immigrant legislations proved on 2005, this article offers elements to understand the meaning of restrictive emigratory legislations that thas been prolife rated last years in United States, (the Arizona effect). The object isn’t expel the non authorized migrants; neither adjust to the economic cycle requirements. It’s aboutthe legal and institutional construction of vulnerability, of deportability and the deportable person. It also aboard the generation process of a social response that it’s been capable to produce leadership and organizational forms that suggest that it’s borning a new social migrant subject with a growing capacity of agency.
