Abstract

The Mexican presidentialism and its controls constitute today an institution that has been severely questioned, criticisms point to its replacement or, in the least of cases, its parliamentarization, via coalition governments. Starting from the current discussion on presidentialism and controls, we emphasize two neglected aspects: regime of responsibilities of the Executive and division of powers, the first; more effective until 1900, when the president could be accused of a broader range of behaviors including violations of the constitution and the second when the entities elected the Ministers of the Court and not the presidential will, change started by Alvaro Obregón.
