Abstract

ARMESTO, Maria Alejandra. Regional coalitions, territorial interests and intergovernmental transfers in Brazil, Argentina and Mexico. Polis [online]. 2014, vol.10, n.1, pp.11-37. ISSN 2594-0686.

This paper discusses the design rules secondary distribution of intergovernmental transfers in Brazil, Argentina and Mexico and shows that the redistributive content of the formulas resulting from the interaction between the balance of power in the legislative coalitions of regions with different fiscal capacities and policy incentives for subnational politicians defend the territorial interests of their own regions career.
