Abstract

After 30 years, the alleged municipal strengthening is still more a matter of political discourse, than a set of public policies that have actually impacted the primary order of government. The municipalist panorama in 2013 -right at the beginning of a new presidential term and immersed in a globalized world-, establishes the need for brand new directions, fresh proposals in order to strengthen the municipality. Thus, this article identifies a number of municipal issues that require priority attention since the local actions have a global impact. It raises the need to structure public policy with a backbone paradigm that allows us to combine the postulates, supports and international overviews with concrete actions at the municipal level. This requires the construction of a country strategy to provide the greater impetus to municipalities.
