Citizen participation in public administration tasks is necessary to consolidate a true democracy. One of the ways to achieve this participation is the provision of public services by private parties through concessions, however, in our country there is no constitutional basis that give rise to this legal requirement. There-fore it is necessary a constitutional amendment and a regulatory law.
