Abstract

This paper looks into the successive public and private interventions that have created the conditions for an incipient gentrification process in the 5th area of the urban trace of the failed Ex highway 3, located in Villa Urquiza neighborhood, in Buenos Aires city. It also delves into the more recent urban project for this area called Barrio Parque Donado Holmberg (law no. 3396) and it explores the territorial transformations that this regulation promotes.

Thereby this paper gives attention to the ways in which a type of urban governance (urban entrepreneurialism) articulates itself with a kind of territory intervention (neoliberal urbanism) and -through certain policies- creates the conditions for a widespread phenomenon in current cities: gentrification.
